Anti Imperialism/Anti Raiding Declaration

Whereas the Socialist Constitution of the Union of Communist Republics commits Our Union to the peaceful development of socialism across the globe;
Whereas, the Constitution emphatically rejects the imperialistic and exploitative practice of Tech Raiding; which is a direct threat to this stated goal.

The General Congress of the Communist Party of the UCR decrees as follows:

Section 1. The Communist Party condemns imperialism in all its forms, and directs the Central People's Government to promote an anti imperialist agenda of
Cooperation in international relations:
To this end, the UCR shall defend and uphold the right of nations to explore self determination, through the removal of imperialist threats.

Section 2. The Communist Party directs the Central People's Government to form an Anti Imperialist People's Volunteer Army and an Executive Committee to govern it. The Volunteer Army shall serve to aid the defense of nations under imperialist siege.

Section 3. The Executive Committee of the Anti Imperialist Volunteer Army shall be appointed by the Premier and necessarily include the  Chairman of the Communist Party, the Commissars of Internal Affairs, Foreign Affairs, Defence; including their duly appointed Lieutenants, and other specific  agents selected.  Within this hierarchy, the Committee shall appoint authorized section Commanders; both for training and practical operations.
These assignments will be selected by immediate vote counts of the executive committee subject to change by the Premier if additional or modified votes change selections.

Section 4. Membership in the Volunteer Army shall be open to those nations who meet the criteria set by the Executive Committee.
